Department shall make grants to local governments for capital development and improvement of parks, recreation areas, conservation areas, marinas, and shorelines, including planning, engineering, and acquisition of open space lands and easements.

No more than 10% of annually appropriated funds may be committed or expended on any single project.

Standard grants require 50/50 state-local matching basis; distressed municipalities as defined by Department rules are eligible for up to 90% state assistance, with no more than 10% of annual appropriations available for distressed government grants.

Minimum 50% advance payment of grants must be paid to local governments at time of award, with remainder distributed quarterly on reimbursement basis; local governments may opt out of advance payment option.

Department shall consider grant extension requests if advanced payment is expended or legally obligated within 2 years as required by the Illinois Grant Funds Recovery Act, or if no advanced payment was made.
