Amends the Biometric Information Privacy Act to expand the definition of "written release" to include electronic consents and releases in addition to written forms.

Grants the Attorney General sole authority to enforce the Act and requires that enforcement actions demonstrate actual harm from violations.

Exempts employers from the Act when using biometric identifiers and information for: tracking work hours, security purposes including access restrictions, or human resources department use.

Repeals the existing private right of action provision in Section 20 of the Act, eliminating individuals' ability to sue privately for violations.

Takes effect immediately upon becoming law.
