IL HB1790

Prohibits state agencies subject to the Illinois Procurement Code from entering into contracts with any business, person, or entity found guilty of committing insurrection or advocating the overthrow of the federal or state government.

Requires all units of local government in Illinois to adopt an ordinance or resolution regulating contracts with businesses, persons, or entities found to have committed insurrection or advocated government overthrow, with restrictions no less stringent than state requirements.

Defines a business, person, or entity as having committed insurrection or advocated government overthrow if found guilty under 18 USC 2383 (federal insurrection statute) or Section 30-3 of the Illinois Criminal Code of 2012.

Requires local government action to occur as soon as practicable after the effective date of the amendment.
