Amends Illinois Mental Health and Developmental Disabilities Code to distinguish transportation responsibilities between counties with populations of 3,000,000 or more (county sheriff) and counties under 3,000,000 (Department of Human Services).

Modifies Illinois Marriage and Dissolution of Marriage Act Section 513.5 to allow support awards for non-minor disabled children to be paid to a "trust for a beneficiary with a disability" instead of only a "special needs trust," aligning terminology with federal law.

Comprehensively revises the Illinois Trust Code (760 ILCS 3) with numerous technical and substantive changes including: clarifying definitions of beneficiaries and appointive property, expanding trustee disclosure duties, establishing rules for directed trusts and decanting powers, and updating references to Section 509 of the Illinois Trust Code (replacing obsolete Section 1213).

Changes the time period for trustee liability protection from 6 months to 9 months after settlor death before distributing trust assets without written notice from the decedent's personal representative.
