IL HB1796

Amends the Illinois Municipal Code to authorize municipalities to charge residents storm water utility charges to offset costs of owning, maintaining, and improving local storm water infrastructure.

Expands the types of charges municipalities can impose under combined waterworks and sewerage systems to explicitly include storm water utility fees.

Allows municipalities to establish separate rates for storm water services or combine them with existing water and sewer service rates through municipal ordinance.

Requires storm water utility charges, like other water and sewer charges, to be sufficient to cover operational costs, maintenance, depreciation funds, and revenue bond obligations.

Applies existing lien and collection provisions to delinquent storm water utility charges, allowing municipalities to foreclose on property or pursue civil action against property owners or users for unpaid amounts.
