Non-home rule municipalities are prohibited from expending public funds for registration fees to attend or participate in conventions or gatherings of municipal personnel.

State agencies are prohibited from expending public funds for hospitality suites or other fully-enclosed physical spaces at conventions or gatherings of municipal personnel.

Restrictions do not apply to conventions or gatherings of public safety personnel, economic development and tourism promotion gatherings, or contracts entered into before the bill's effective date.

Non-home rule municipalities may use public funds for convention expenses if they create a dedicated line item listing eligible employees or contractors, post notice on the municipality's website at least 30 days before the vote, and obtain majority approval from the governing body.

The Act takes effect immediately upon becoming law.
