Expands township dissolution provisions statewide by making Article 24 of the Township Code (previously limited to McHenry County) applicable to all counties in Illinois.

Changes motor fuel tax distribution rules so that when a township dissolves, the county (rather than McHenry County specifically) receives road district funds, with municipalities able to assume road district powers under specified conditions.

Requires all townships statewide to abolish road districts with less than 15 centerline miles of roads; previously this requirement applied only to Lake County and McHenry County townships.

Establishes petition and referendum procedures for township dissolution requiring signatures from 5% of ballots cast or 250 electors, with a 90-day waiting period before dissolution takes effect.

Takes effect immediately upon enactment.
