Amends the Cyber Navigator Program to clarify that remaining Help America Vote Act funds may be allocated to election authorities for maintenance of secure collection sites for vote by mail ballot returns.

Authorizes election authorities to establish curb-side voting programs during early voting and election day, requiring at least 2 election judges from opposite parties per vehicle and allowing voters to mark ballots without interference.

Requires election authorities to accept all vote by mail ballots regardless of postage status and permits establishment of secure collection sites for postage-free ballot returns.

Mandates that election authorities collect ballots from collection sites daily at close of business, with ballots returned after hours dated as delivered the next day except for election day ballots.

Requires collection sites to be secured with locks accessible only to election authority personnel, with the State Board of Elections to establish additional security guidelines.
