Authorizes the State Board of Elections to distribute federal Help America Vote Act funds to election authorities for maintaining secure collection sites for vote by mail ballot returns

Requires election authorities to accept all vote by mail ballots returned, including those with insufficient or no postage

Permits election authorities to establish secure collection sites for postage-free ballot returns, with ballots collected daily at close of business and all sites secured by locks accessible only to election authority personnel

Directs the State Board of Elections to establish additional security guidelines for collection sites; takes effect immediately upon becoming law
