IL HB1874

Removes the June 30, 2023 expiration date on Short-Term Substitute Teaching Licenses, allowing the State Board of Education to continue issuing them indefinitely.

Creates a new Short-Term Teaching License for individuals holding a Professional Educator License to teach in positions for which they lack the required content-area or grade-level endorsement, when qualified teachers are unavailable.

Requires holders of a Short-Term Teaching License to complete the necessary content-area or grade-level endorsement requirements or pass the required content area test within 3 fiscal years of license issuance to remain in the teaching position.

Sets a $25 application fee for Short-Term Teaching Licenses, which must be registered in at least one region but do not require a registration fee.

Takes effect immediately upon becoming law.
