Creates the Innovations for Transportation Infrastructure Act, authorizing the Illinois Department of Transportation and Illinois State Toll Highway Authority to use design-build and Construction Manager/General Contractor project delivery methods for transportation facilities, subject to capital cost limits (20% of multi-year program for Department, 20% of annual program for Authority).

Establishes two-phase procurement process for design-build contracts (qualifications then proposals) with shortlisting of 2-5 most qualified proposers, or single-phase procurement for projects under $5,000,000 or with executive approval; allows Transportation Agency to conduct confidential meetings with proposers regarding Alternative Technical Concepts.

Requires design-build and Construction Manager/General Contractor contracts to include specific provisions regarding scope, performance, security, insurance, default remedies, and allows Transportation Agency to terminate for convenience; permits use of any lawful funding source including federal, State, local, and private funds.

Mandates compliance with prevailing wage requirements, minority/disadvantaged/women-owned business utilization standards, Illinois Human Rights Act, and federal requirements; grants Transportation Agency eminent domain and quick-take powers for property acquisition.

Makes conforming amendments to multiple existing statutes including the Illinois Procurement Code, Public Construction Bond Act, Prevailing Wage Act, and Toll Highway Act to enable design-build and Construction Manager/General Contractor contracting; effective upon enactment.
