Allows community colleges and rural school districts with existing partnership agreements to amend those agreements to permit high school instructors without master's degrees to qualify for professional development plans in dual credit courses.

Requires that any amended partnership agreements be designed to address the specific needs of rural school districts and must be reviewed by the Illinois Community College Board and State Board of Education to ensure course quality and instructional rigor meet statutory requirements.

Maintains existing dual credit standards for instructor credentials, course content equivalency, learning outcomes, student assessment, and annual course review as established in the Dual Credit Quality Act.

Takes effect immediately upon becoming law.
