Adds Section 5-30.15 to the Illinois Public Aid Code regarding Medicaid managed care organization provider restrictions.

Prohibits managed care organizations from changing a Medicaid enrollee's selected primary care provider or up to 2 specialty care providers (for active treatment conditions) for the remainder of the 12-month enrollment period without the enrollee's written permission.

Applies only when an enrollee originally selected a managed care plan based on the in-network status of existing providers.

Permits the Department of Healthcare and Family Services to adopt rules necessary to administer the provision.

Preserves an enrollee's right to voluntarily change primary care providers in accordance with Department rules.
