Amends the Code of Civil Procedure by adding Section 14-110 to address dismissal of frivolous mandamus petitions.

Court may dismiss a mandamus petition on its own motion if it determines the petition is frivolous or patently without merit.

Dismissal order must be in writing and include findings of fact and conclusions of law explaining the court's decision.

Dismissal order constitutes a final judgment that must be served on the petitioner by certified mail within 10 days of entry.
