Creates the Folds of Honor Foundation Fund as a special fund in the State treasury to receive fees from special license plates.

Authorizes the Department of Veterans' Affairs to issue Folds of Honor special license plate decals with a $25 original issuance fee ($10 to the Folds of Honor Foundation Fund, $15 to the Secretary of State Special License Plate Fund) and $25 renewal fee ($23 to the foundation fund, $2 to the Secretary of State fund).

Requires all money in the Folds of Honor Foundation Fund to be distributed as grants to the Folds of Honor Foundation to provide educational scholarships to military families.

Amends the State Finance Act to establish the new Folds of Honor Foundation Fund and updates the Illinois Vehicle Code to add the Department of Veterans' Affairs as an authorized organization for Universal special license plates.
