Amends the Department of Transportation's policy for notifying the public about construction projects that close streets or lanes for more than 5 consecutive business days, excluding emergency projects.

Requires the Department to notify local public officials, including highway commissioners in affected districts, and affected businesses before construction begins, with opportunity for officials to request a meeting prior to closure.

Requires the Department to contact highway commissioners in each affected district as part of the notification process for proposed construction projects.

Mandates the Department work with residents, businesses, and community members during construction to mitigate impacts through methods such as detour routing and temporary signage.

Updates the policy publication deadline from January 1, 2013 to January 1, 2022, and requires it to be published on the Department's website.
