Creates the Experimental Aircraft Association Fund as a special fund in the State treasury to receive fees from aviation enthusiast license plates and distribute grants to promote recreational aviation.

Authorizes the Illinois chapters of the Experimental Aircraft Association to issue decals for Universal special license plates with original issuance fees of $25 ($10 to the Experimental Aircraft Association Fund, $15 to the Secretary of State Special License Plate Fund) and renewal fees of $25 ($23 to the Experimental Aircraft Association Fund, $2 to the Secretary of State Special License Plate Fund).

Amends the State Finance Act to establish the Experimental Aircraft Association Fund as an authorized special fund within the vehicle license plate system.

Authorizes vanity or personalized versions of the aviation enthusiast license plates at the Secretary of State's discretion and requires motorcycle and autocycle-appropriate versions of the special plates.
