Adds Section 5.935 to the State Finance Act to create the Child Abuse Council of the Quad Cities Fund.

Authorizes the Illinois Department of Human Services to issue Universal special license plate decals for the Child Abuse Council of the Quad Cities with a $25 fee for both original issuance and renewal.

Distributes fees as follows: $10 to the Child Abuse Council of the Quad Cities Fund on original issuance and $23 on renewal, with remainder going to the Secretary of State Special License Plate Fund.

Creates the Child Abuse Council of the Quad Cities Fund in the State treasury to receive and distribute grant money to benefit the Child Abuse Council of the Quad Cities.
