Prohibits election authorities from mailing ballots directly to prospective voters unless the authority first possesses valid ballot applications from those voters.

Prohibits election authorities from implementing mass mailing of voter applications for official ballots unless the policy is first approved by voters in their jurisdiction through referendum.

Allows election authorities to submit a referendum proposition to voters at any election, including special elections, asking whether mass mailing of ballot applications should be permitted in future elections.

If a majority of voters approve the referendum proposition, the election authority may implement mass mailing of applications in future elections; if a majority votes against it, mass mailing is prohibited.

Takes effect immediately upon becoming law.
