IL HB1936

Transfers all powers and duties under the Grow Your Own Teacher Education Act from the Board of Higher Education to the Illinois Student Assistance Commission, effective July 1, 2021.

Replaces the requirement for an independent evaluation of program implementation with a requirement that Grow Your Own Illinois submit annual reports to the Commission describing expenditures, student numbers, completion rates, and teaching obligation fulfillment.

Allows the Commission to elect to contract with an outside entity for an independent evaluation of program implementation if it chooses to do so.

Requires the Auditor General to prepare an annual audit of the operations and finances of Grow Your Own Illinois and each consortium receiving State funds in the previous fiscal year, with results provided to the Governor, General Assembly, and Commission.

Makes conforming changes throughout the Act to replace references to the Board of Higher Education with the Illinois Student Assistance Commission and repeals Section 13 of the original Act.
