• Creates a pilot program for youth wild turkey hunting permits valid statewide during the annual 2-weekend youth-only spring wild turkey hunting season, excluding counties or portions of counties closed to firearm turkey hunting.

• Requires the Department of Natural Resources to adopt rules implementing the pilot program.

• Allows the Department to continue issuing Special Hunt Area Permits and establish additional requirements for youth hunting on Department-owned or managed sites, including site-specific quotas or drawings.

• Pilot program provisions expire and become inoperative on January 1, 2024.

• Act takes effect immediately upon becoming law.
