HB1950 Summary

• Extends hospital assessment and payment programs from December 31, 2022 through December 31, 2026, including provisions for safety-net hospitals, graduate medical education payments, and managed care directed payments.

• Increases graduate medical education reimbursement rates beginning January 1, 2023 to 35% for qualified safety-net hospitals and hospitals with 100+ residents/interns, and 30% for other hospitals.

• Establishes higher fee-for-service supplemental payment rates for all hospital classes starting January 1, 2023, with increased allocations for safety-net and critical access hospitals.

• Extends hospital tax exemptions under the Use Tax Act, Service Occupation Tax Act, Service Use Tax Act, and Retailers' Occupation Tax Act from July 1, 2022 through July 1, 2027.

• Directs the Department of Public Health and Department of Healthcare and Family Services to jointly develop recommendations by February 1, 2023 for a permanent Safety-Net Hospital Health Equity and Access Leadership (HEAL) Grant Program with up to $100,000,000 in annual funding.
