Amends the Emergency Telephone System Act to add a new exemption from 9-1-1 consolidation requirements for certain 9-1-1 Authorities in counties with populations of at least 250,000.

Exempts a 9-1-1 Authority from consolidation if it: (1) was the only remaining authority in Illinois that had not met consolidation requirements as of January 1, 2021; (2) serves a municipality with fewer than 6,000 people; and (3) received rejections of intergovernmental agreement consolidation proposals from 5 or more contiguous counties or 9-1-1 authorities.

Takes effect immediately upon becoming law.
