Designates this act as "Cal's Law" and amends the Illinois Insurance Code to require comprehensive cancer testing coverage.

Requires individual and group accident and health insurance policies and managed care plans amended, delivered, issued, or renewed on or after the effective date to cover medically necessary comprehensive cancer testing as determined by a licensed physician.

Defines comprehensive cancer testing to include targeted cancer gene panels, whole-exome genome testing, whole-genome sequencing, RNA sequencing, and tumor mutation burden.

Defines cancer predisposition testing of blood or constitutional tissue to include targeted cancer gene panels, whole-exome genome testing, and whole-genome sequencing.

Amends the Health Maintenance Organization Act to subject HMOs to the new comprehensive cancer testing coverage requirements by adding Section 356z.43 to the list of applicable Insurance Code provisions.
