IL HB2368

Amends the Hospital Licensing Act to require hospital systems with 3+ hospitals and combined revenues exceeding $500 million to repay hospital access payments if they close a hospital serving an impoverished area.

Defines "impoverished area" as a community containing one or more zip codes where 20% or more of residents fall below the federal poverty level.

Requires the Department of Public Health to determine repayment amounts within 14 days of closure notification and have the Department of Healthcare and Family Services distribute funds evenly to other safety net hospitals within a 15-mile radius.

Mandates remaining safety net hospitals use redistributed funds to maintain local area health care needs.

Sunsets on December 31, 2021, with the provision effective immediately upon becoming law.
