IL HB2369

Amends the Counties Code to allow county boards in counties with populations under 3 million to levy a tax of up to 0.03% (or 0.04% by voter referendum) of assessed property value to fund Veterans Assistance Commissions.

Modifies the Military Veterans Assistance Act to define "veteran service organization" as requiring congressionally or state chartered organizations with at least 15 paid members that provide aid and services to veterans.

Establishes governance requirements for Veterans Assistance Commissions including delegate selection procedures, superintendent appointment by majority vote, annual bylaws approval, audit requirements, and prohibits committee subgroups from acting independently of full Commission membership.

Grants the Illinois Attorney General authority to investigate violations of the Act and bring civil actions with remedies including injunctions, restitution, and civil penalties up to $5,000 per violation.

Requires counties to provide Veterans Assistance Commission employees with office space, furnishings, supplies, services (HR, IT, liability insurance), and all benefits available to county employees within 90 days of the Act's effective date.
