Establishes the Healthy Food Program Development Act to expand access to healthy foods in historically underutilized business zones through assistance to grocery stores, corner stores, farmers' markets, and small food retailers

Authorizes the Department of Human Services to coordinate with the Department of Commerce and Economic Opportunity to provide grants, loans, tax credits, equipment, financial assistance, and technical assistance on a competitive basis with priority given to projects with greatest impact in underserved areas

Requires program participants to agree in writing to sell produce or healthy foods for at least 3 years as a condition of receiving assistance

Encourages program participants to accept federal SNAP and WIC benefits and employ state residents, with resources available to help acquire technology needed to accept these benefits

Designates a grocery ambassador within the Department to provide research, coordinate with state agencies, assist small retailers with regulatory procedures, and support establishment of commercial distribution systems for fresh produce and healthy foods
