Requires municipalities with populations over 100,000 (based on 2020 census) to adopt a tree planting plan identifying areas of canopy loss and creating a plan for tree canopy protection or expansion.

Tree planting plans must be adopted and implemented within 10 years of the Act's effective date, with full implementation completed within 20 years.

Limits home rule powers by preventing home rule municipalities over 100,000 population from adopting or implementing tree planting plans inconsistent with this Section.

Exempts the mandate from state reimbursement requirements under the State Mandates Act.
