Environmental Protection Agency must conduct continuous fence line air monitoring using air canisters for ethylene oxide emissions at any facility in densely-populated areas.

Monitoring results must be publicly posted on the Agency's website within 30 days of each sample collection.

Fence line monitoring limit established at 0.02 micrograms per cubic meter; facilities exceeding this limit for 5 or more days in a 30-day period are subject to civil penalties.

Civil penalties are tiered based on facility annual revenue and number of violations, ranging from $25,000 (first violation for smallest facilities) to $100,000,000 (sixth or subsequent violation for largest facilities over $5 billion annual revenue).
