Establishes a new Section 605-1055 in the Department of Commerce and Economic Opportunity Law to create State-designated cultural districts program.

Defines "State-designated cultural district" as a geographical area with distinct historic and cultural identity that promotes community, encourages economic development, preserves historic structures and traditions, fosters cultural education, and promotes growth without displacement.

Requires the Department of Commerce and Economic Opportunity to establish criteria and guidelines by rule, create a competitive application system for certification, provide technical assistance, and collaborate with state agencies, local governments, and community organizations.

Sets certification period at 5 years initially, with subsequent 3-year renewals available after the initial designation period expires.

Requires State-designated cultural districts to submit a report within 12 months of designation detailing current programs and 4-year goals, then submit annual reports thereafter on program status and future goals.
