IL HB2399

Removes the prohibition on parole for persons serving natural life sentences, making them eligible for parole or mandatory supervised release.

Allows persons age 60+ who have served at least 20 consecutive years, or any person who has served 25 consecutive years, to petition the Prisoner Review Board for parole.

Requires parole petitions to include documentation of rehabilitation, remorse, criminal history, disciplinary record, employment history, community support, and housing plans upon release.

Mandates that parole hearings for long-term prisoners be conducted by a panel of at least 8 Board members with majority vote required for approval, and requires victim family notification and participation.

Allows denied petitioners to reapply for parole no later than 3 years after denial, with the Board providing written explanation of the next eligibility date.
