Amends Section 5 of the Secretary of State Act to replace gendered pronouns (his/him) with gender-neutral language ("the Secretary's" and "the Secretary").

Adds new paragraph 10 specifying that the Secretary of State accepts service of process only in areas specifically mandated by law and is not the default agent for service of process in Illinois.

Maintains existing Secretary of State duties including countersigning commissions, maintaining appointment registers, indexing public documents, reviewing state agency rules, issuing certified copies of records, and supervising distribution of laws.

Authorizes the Secretary of State to make grants and provide assistance to local governments, school districts, educational institutions, non-profit organizations, and for-profit entities for education, transportation, construction, and other public purposes.
