Fire dampers and smoke dampers in HVAC systems must be inspected and tested by individuals certified by the International Certification Board and accredited to ISO/IEC 17024 standards in HVAC fire life safety by either ANSI or another nationally recognized certifying body.

Inspectors must certify that all fire and smoke dampers inspected meet the standards established in applicable codes adopted by the authority having jurisdiction.

Fire dampers are devices installed in ducts designed to automatically close upon heat detection and resist flame passage in either static systems (that shut down during fire) or dynamic systems (that continue operating during fire).

Smoke dampers are devices installed in ducts designed to resist smoke passage and operate automatically through a smoke detection system, with capability to be positioned from a fire command center where required.

The Act does not apply to facilities licensed by the federal Nuclear Regulatory Commission under 10 CFR 50 or 10 CFR 52 or to their employees performing official duties.
