Extends the deadline for the Department of Commerce and Economic Opportunity to issue new data center investment certificates of exemption from July 1, 2024 to July 1, 2029.

Changes the green building certification deadline for qualifying data centers from 90 days to 2 years after being placed in service.

Extends the South Suburban Brownfields Redevelopment Fund authorization from fiscal year 2021 through fiscal year 2026, with provision to extend further by law.

Maintains existing requirements for data centers to qualify for tax exemptions, including $250 million capital investment over 60 months and creation of at least 20 full-time equivalent jobs paying 120% of county average wage.

Requires data center contractors and subcontractors to comply with Illinois Procurement Code responsible bidder requirements and enter into project labor agreements approved by the Department.
