Increases the threshold for school board competitive bidding requirements from $25,000 to $50,000 for purchases of supplies, materials, or work.

Allows school boards to award contracts to the bidder who best meets the board's needs (considering quality, delivery, serviceability, and other performance criteria) rather than automatically to the lowest responsible bidder, with price considered last.

Increases the exception threshold for repair, maintenance, remodeling, renovation, or construction projects from $50,000 to $100,000 when no change or increase in facility size, type, or extent occurs.

Requires bidders and contractors to certify compliance with Illinois Use Tax collection requirements and allows school boards to void contracts based on false certifications.

Requires school board approval for all contracts generating over $1,000 in additional revenue and mandates annual reporting on vendor names, services, revenue, and use of funds.
