Requires 25% of federal COVID-19 relief funds received by Illinois on or after March 1, 2021 to be allocated to the Coronavirus Business Interruption Grant (BIG) Program.

Authorizes the Department of Commerce and Economic Opportunity to provide grants, expense reimbursements, and subsidies to qualifying businesses affected by COVID-19 closures and interruptions.

Allocates up to $60 million from BIG Program appropriations to repay or convert eligible loans made under the Department's Emergency Loan Fund Program.

Requires minimum 50% of BIG Program funds to support critical services including child care, day care, and early childhood education providers.

Directs minimum 30% of appropriated funds to businesses in ZIP codes most disproportionately impacted by COVID-19 based on case data.
