IL HB2427

Establishes the Public Defender Quality Defense Task Force to examine public defender caseloads, determine optimal caseload levels, and assess quality of legal services provided to defendants.

Task Force composition includes 2 assistant public defenders from Cook County, 5 public defenders from other counties, 2 circuit judges experienced in criminal law (one from Cook County and one from outside), and 1 representative from the State Appellate Defender's office.

Governor shall appoint Task Force members within 30 days of the Act's effective date; members serve without compensation but may be reimbursed for expenses.

Task Force must hold a minimum of 2 public hearings to receive testimony from public defenders, former criminal defendants, and other relevant parties.

Task Force shall submit findings and recommendations to the Governor and General Assembly by December 31, 2022; the Task Force itself is repealed on December 31, 2023.
