Amends the Illinois Vehicle Code to authorize electronic records, signatures, and delivery for vehicle-related documents and transactions through the Secretary of State.

Requires the Secretary of State to implement and manage an electronic lien and title system by July 1, 2022, enabling lienholders to electronically perfect, assign, and release vehicle liens.

Mandates that licensees submit vehicle records to the Secretary of State using electronic media by July 1, 2022, and permits the Secretary to require original paper records as backup.

Establishes that electronic records and signatures accepted by the Secretary of State have the same legal force as paper records and manual signatures, and are admissible in all administrative and judicial proceedings.

Requires a signed agreement between the Secretary of State and submitters for electronic transactions, including minimum transaction volumes, audit and security standards, and electronic notification to lienholders regarding lien perfection and release.
