Amends the Nursing Home Care Act to add a local health department representative as a nonvoting member to the Long-Term Care Facility Advisory Board.

Requires the Department to conduct an annual review and report on the complaint process, including the number of complaints received, breakdown of anonymous versus non-anonymous complaints, substantiation rates, and whether complaints met investigation timeframes.

Mandates that the annual complaint report be provided to the Long-Term Care Facility Advisory Board, the Illinois Long-Term Care Council, and the General Assembly.

Requires the Advisory Board and Long-Term Care Council to review the complaint report and suggest necessary changes to the Department, including methods to investigate and substantiate anonymous complaints.
