Amends Illinois School Code Section 10-17a to require the State Board of Education to prepare and distribute state, school district, and school report cards by October 31 annually beginning in 2013.

Mandates school report cards include data on student demographics, curriculum offerings, student outcomes and progress, school environment, and financial information, with specific metrics for comparison to state averages and similar schools.

Requires school report cards to include the number of National Board Certified Teachers disaggregated by race and ethnicity as part of school environment indicators.

Requires school districts to present report cards at regular board meetings within 30 days of receipt, post them on district websites (if maintained), provide to newspapers, and send printed copies to parents upon request.

Takes effect July 1, 2022.
