Establishes the Pediatric and Rare Disease in Children Research Fund as a special fund in the State treasury, administered by the Department of Public Health.

Fund moneys shall be used to make grants to Illinois organizations conducting research, investigation, and experimentation on pediatric and rare diseases in children, focusing on early detection, prevention, cure, screening, and treatment.

Grant funds cannot be used for institutional, organizational, or community-based overhead or indirect costs.

Creates an income tax checkoff on individual tax returns beginning with taxable years ending December 31, 2021, allowing taxpayers to contribute any amount of at least $1 to the Fund, which reduces their refund or increases their payment owed.

Department may use Fund moneys to provide additional funding to existing programs funded by the Childhood Cancer Research Fund.
