IL HB2453

Amends the Illinois Election Code (10 ILCS 5/19-13) to expand eligibility for personal delivery of vote-by-mail ballots to include qualified voters in quarantine not more than 14 days before an election.

Adds quarantined voters to the existing category of hospitalized or institutionalized voters who cannot travel to polling places on election day.

Requires quarantined voters to complete an Application for Physically Incapacitated Elector and obtain a Certificate of Attending Health Care Professional (physician, advanced practice registered nurse, or physician assistant) confirming the quarantine status.

Allows registered voters in the same precinct or legal relatives to present the quarantined voter's application and health care certificate to the election authority and deliver the ballot to the quarantined person's location.

Maintains the requirement that voted ballots be delivered to the election authority's central counting location by 7 p.m. on election day to be counted.
