Changes vote-by-mail ballot postmark deadline from election day to 3 days before election day for ballots to be counted.

Requires ballots using intelligent mail barcode tracking systems to verify mailing no later than 3 days before election day (instead of by election day) if no postmark is present.

Applies new 3-day postmark requirement to all vote-by-mail ballot provisions in the Election Code, including applications, military voters, and overseas citizens.

Makes conforming changes throughout the Election Code to update references from "by election day" to "3 days before election day" for mail ballot deadlines.
