Requires a resident of the voter's address of registration to endorse the vote by mail ballot envelope to verify the voter's identity and residency.

Allows alternative verification methods if no other person resides at or is available at the voter's registration address: a precinct resident may endorse the envelope, or the voter may provide a utility bill or lease.

Permits vote by mail ballots to be delivered by mail, in person by the voter, by an authorized person, or by a licensed motor carrier company.

Requires voters who authorize a person to deliver their ballot to complete an authorization form on the exterior envelope, including signatures and dates from both the voter and delivery agent.
