Restricts participation in the General Assembly Retirement System to persons who became participants before the effective date of this amendatory act.

Prohibits the System from accepting any new participants beginning on the effective date of the amendatory act.

Applies the participation restriction to the definitions of "member" and "participant" in the Illinois Pension Code.

Amends Sections 2-101, 2-105, and 2-107 of the Illinois Pension Code (40 ILCS 5).

Becomes effective immediately upon enactment.
