• Repeals the existing Knights of Columbus special license plate authorization and replaces it with a universal decal system administered by the Department of Human Services.

• Sets decal fees at $25 for original issuance and renewal, with $15 of original issuance and $2 of renewal directed to the Secretary of State Special License Plate Fund, and $10 of original issuance and $2 of renewal directed to the Knights of Columbus Fund.

• Creates a Knights of Columbus Fund in the State treasury to receive decal fee revenues, with money paid as grants to charitable entities designated by the Knights of Columbus.

• Establishes a framework allowing multiple organizations to issue Universal special license plate decals, including the Illinois Department of Natural Resources, Illinois Veterans' Homes, Illinois Department of Human Services (for volunteerism, developmental disabilities, and pediatric cancer awareness), and several other charitable and professional organizations, each with specified fee distributions.

• Creates multiple special funds in the State treasury to receive and distribute fees from decal sales to designated organizations and causes including roadside monarch habitat, prostate cancer awareness, K9s for Veterans, guide dog training, and pediatric cancer research.
