Creates a Knights of Columbus Fund and authorizes the Department of Human Services to issue decals for Universal special license plates costing $25 at original issuance and renewal, with $10-$15 per original issuance and $2 per renewal deposited to the Knights of Columbus Fund.

Establishes 12 authorized organizations to issue decals for Universal special license plates, including the Illinois Department of Natural Resources, Illinois Veterans' Homes, Department of Public Health, and various charitable groups, each with specified fee distributions.

Creates multiple special funds in the State treasury including the Roadside Monarch Habitat Fund, Prostate Cancer Awareness Fund, Guide Dogs of America Fund, and others, with revenues directed as grants to designated recipients.

Exempts electric vehicle owners who qualify for veteran license plates from paying the $100 annual electric vehicle surcharge, allowing them to pay only the veteran plate registration fee.

Repeals the section previously authorizing Knights of Columbus Special License Plates and takes effect immediately upon becoming law.
