Amends the Lobbyist Registration Act to impose an additional surcharge on former state employees registering as lobbyists beginning July 1, 2021.

Applies to individuals whose immediate previous employer was the State of Illinois or a state official office and whose position was policy-making or policy-oriented in nature.

Surcharge amount equals the lesser of $1,000 or 10% of the salary or compensation the person will earn from lobbying clients.

Surcharge is imposed on a one-time basis per affected individual and only applies to those registering after the effective date of this amendment.

Takes effect immediately upon becoming law.
