HB2496 - Local Government Term Limit Review Act

• Requires every governmental unit (local government or school district) with an elected governing body to consider and decide on term limits for chairpersons, presidents, or executives by December 31, 2021, and at least every 2 years thereafter, unless term limits are already in place.

• Mandates that governmental units can decide on term limits through verbal or written vote, ordinance, resolution, or referendum of the electors.

• Requires the clerk or secretary to prepare an eligibility report determining which governing body members can serve as chairperson, executive, or president based on existing term limit policies before any election for those positions.

• Allows the governing body to review and modify the term limit policy after electing a chairperson, executive, or president, including the option to eliminate the policy entirely.

• Establishes this Act as a limitation on home rule powers, preventing home rule units from regulating term limits inconsistently with its provisions; takes effect immediately upon becoming law.
