IL HB2525

Reduces the model year threshold for rebuilt vehicle inspections from 8 model years of age or newer to 4 model years of age or newer.

Authorizes qualified individuals with 5+ years of consecutive licensing as both automotive parts recyclers and rebuilders, and who are members in good standing of an automotive trade association, to conduct rebuilt vehicle inspections.

Exempts vehicles more than 4 model years old from requiring a successful inspection before receiving a new certificate of title.

Maintains the requirement that flood vehicles with damage exceeding 33 1/3% of fair market value must complete a successful inspection regardless of model year.

Directs all fees received from vehicle inspections to be applied toward maintenance of the inspection program and personnel costs.
